Playing Rules
1. FIGHTING For the occurrence of a major penalty in any game, the penalty assessed will be a five minute major penalty plus a game misconduct. The player will receive an automatic two game suspension for the first occurrence.
2. PHYSICAL ABUSE OF AN OFFICIAL ZERO TOLERANCE, ONE FULL YEAR FROM DATE OF OCCURRENCE.
3. All suspensions shall be served in the jurisdiction in which they were applied.
4. If suspensions cannot be fully served during the balance of the current season, playoffs included, the remainder of the suspension shall carry over to the following season and shall be considered the first occurrence of the new season.
5. Any fighting or profanity by any player or member of the coaching staff, which takes place off the ice, will result in an automatic Gross Misconduct.
6. Penalties for off ice infractions may be recommended by the Duty Officer on duty at the time of an incident. The Duty Officer must make his recommendation by noting the incident on the game sheet after the Referee has completed his report. Any other Officer, Director, Executive or member of the League not on duty at the time of an incident, but who would like to recommend assessment of a penalty for an off ice infraction, must make his recommendations in writing to the House League Vice President, within 24 hours of the incident, for presentation at the next Executive meeting. The Executive ruling on such a request may assess the required penalty and the applicable suspension will apply, providing a penalty has not already been assessed for the same incident by the referee or Duty Officer.
7. Where play has been stopped due to an injury or apparent injury to a player, other than the goaltender, the injured player must leave the ice. The injured player will be replaced by the next player in the rotation. If able, the injured player must return to the ice while play is in progress or at the next stoppage of play to complete his shift.
8. A match penalty shall be assessed any player who grabs the helmet, chin strap or face protector of an opponent, using it as an advantage to inflict punishment or injury.
9. A minor penalty for unsportsmanlike conduct, shall be assess any player or coach who challenges or disputes a referees ruling during a game, or displays bad temper by banging his stick on the boards or ice, etc. This shall apply where the offence is not serious enough to deserve a ten minute misconduct. Coaches will be assessed Game Misconducts in place of ten minute misconducts.
10. Any team official upon receipt of a game misconduct penalty shall be removed from the game without additional penalty to the team.
11. A goaltender may not go to the players bench during stoppage of play without the permission of the referee. If a goaltender wishes to adjust his equipment, he may do so in the crease unless permission to go to the bench is granted by the referee.
12. When a fight occurs, all players except the goaltenders shall immediately retire to the front of their respective benches or to a neutral zone as designated by the referee. The goaltenders must stay in their crease or proceed to a neutral zone designated by the referee.
13. All penalties assessed by game officials will be final and there will be no appealing a ruling made by an official. The outcome of the game may not be protested based on a decision or ruling by the game official.
14. Any protest, other than a Referees judgment call, must be delivered to the League Vice President within 24 hours following the incident. Failure to do so shall deem the protest null and void.
15. There will be no body checking up to and including the age of Juvenile. This will be called at the referees discretion.
16. In the Novice 6 division a floating blue line will be used. Interpretation once the puck has passed over the defensive teams blue line the defensive zone now moves out to the centre red line. The puck must now cross the center red line to create an offside.
17. In the Novice 6 division the coaches will be there to assist their players in stoppages of play. Coaches are not to be involved in the play. Coaches will be warned for their first infraction. The second infraction in the same game will result in the coach being sent off the ice surface.
18. Goaltenders can only be removed from the net during the first three minutes of the game, except in the case of a delayed penalty.
19. In the case of an absent goalie a pick up goalie is permitted subject to the approval of the duty officer. If known in advance, executive approval is required.
20. GAME SHEETS Players first and last names are to be listed in numerical order.
· Sheet to be printed and clearly legible and signed by the coach or manager ten minutes prior to game time.
· All players shall be listed and if absent marked A in the absent column.
· In all league games and playoffs the player must wear the sweater originally issued in the first game. Switching of numbers is not permitted.
· In the case of teams without a regular goalie, the player assigned to play goal on any given day must wear the sweater issued to him at the beginning of the year. Please do not rotate the #1 sweater between players.
· Players must wear team sweaters as issued by the league. In the case of lost or forgotten sweaters a new or temporary sweater will be issued by the Duty Officer with notification made to the League Statistician.
· Games will not start until the Timekeeper has the game sheets. Any team late or with an incomplete game sheet will be subject to a 2-minute delay of game penalty.
· The coach will insert the first three lines of his rotation on the game sheet.
· From Novice 6 to Peewee inclusive, games will be three, fifteen minute periods running time.
· The last three minutes of the game will be stop time. Time will run with a five or more goal spread and will continue for the duration of the game regardless of who scores.
· Bantam and Midget games will be three ten minute periods stop time.
· Players must be given equal ice time regardless of ability.
· Disregard for this rule will cause a review by the Executive.
21. Late arrivals will be given until the start of the third shift of the first period to be ready to play. Players will not be permitted on the ice once the puck has dropped for the start of the third shift.
Bantam and Midget late players, if listed on the game sheet, will be allowed into the game until the start of the second period.
22. An official of the League will be on duty during all regularly scheduled games. We suggest that all requests for assistance or information or any other problems be discussed with the Duty Officer.
23. Coaches and Managers are requested to assist the Duty Officer to control players from running around the arena.
24. There will be a default of game if a team has less than six players.
25. At the completion of the game, the team closest to the exit gate shall leave the ice first. The other team must remain at their bench until instructed to leave by the referee. Failure of any team member (player or coach) to comply will result in a game misconduct penalty being assessed.
26. One referee or linesman must stand by the exit gate while the teams are leaving the ice. The remaining official must remain on the ice until all players and coaching staff have left.
27. No person shall be allowed on the players bench, in the penalty box, or in the timekeepers box unless one of the following applies:
· They are players participating in the game.
· They are an official of the game
· They have been approved by the Executive as an underage team or league official. The Executive may request a liability waiver be signed before granting such approval.
· They are a registered coach with Wexford.
28. Players and members of coaching staff who are under suspension may not enter the dressing room area before of after the games, be on the players bench during games or participate in team practices.
29. League Executive, Directors, Officers and all other unauthorized personnel are to remain out of the Referees room following a game until the game sheets for that particular game have been completed and signed by the Referee. REFEREES RESERVE THE RIGHT TO RESTRICT ALL PERSONS FROM ENTERING THE REFEREES ROOM.
30. All game sheets and reports are to be completed by officials out at the timekeepers bench whenever possible.
31. All players must wear CSA approved helmets, facemasks and throat protectors when on the ice or on the players bench. Any player on the bench or on the ice not wearing a helmet will be assessed a two minute minor penalty on the first occurrence with a 10 minute misconduct penalty for subsequent infractions. This rule will also apply to any player who unfastens or removes his helmet before leaving the ice surface following the completion of the game.
Goaltenders must wear two throat protectors (neck guard and protective flap descending from the mask). A two minute minor penalty will be assessed on the first occurrence with a ten minute misconduct penalty for subsequent infractions.
32. CSA helmets and facemasks must not be altered in any way. The chinstrap of the helmet must be securely fastened under the chin. The strap of the facemask shall also be securely fastened to the hockey helmet.
33. When the goaltender shoots the puck directly out of the playing surface where there is no glass, such as at players, bench or penalty box, or if the puck touches the glass or deflects of a player or official, no penalty shall be assessed.
34. Where the puck is thrown towards an opponents goal by the goaltender and is received by an opponent the referee shall allow the play to continue. However, if the puck is received by a teammate, play shall be stopped.
35. A player shall be permitted to stop or bat a puck in the air with his open hand, or to push it along the ice with his hand and play shall not be stopped unless the player has directed the puck to a teammate in the neutral or attacking zone.
36. The carrying of sticks above the normal height of the waist of the opponent is prohibited. A minor penalty shall be assessed any player who checks or intimidates an opponent while carrying his stick above the waist of his opponent.
37. A minor penalty shall be assessed any player who holds an opponent with his hand, stick, or in any other manner.
38. A minor penalty shall be imposed on an attacking player, not in possession of the puck, who is tripped or caused to fall and fails to attempt to avoid contact with the goaltender whether he is in or out of the crease.
